I have documents that I need to make changes on before returning it to the sender. How do I do that without having to fill in a new form?

Looking at the information shared above, it seems that you haven't been able to make the changes to the document after saving it?
Have you applied signature to the document? If yes, then you can not make any further changes to the pdf as Signing the document is the last steps. For security reasons Signature locks the pdf which restrict to make any further changes.
It depends on how exactly the form has been created by the issuer. The form should have been originally saved as Reader

It depends on how exactly the form has been created by the issuer. The form should have been originally saved as Reader Extended Enabled.
You first save a copy of the form using Save As option. So that you can go ahead and make further changes.
